Dear Dev:
I'm in India and just reading this.

I will not second guess you except to thank you for your matchless work,
patience and leadership in LACRALO.  My personal thanks for your constant
help, counsel and many kindnesses.  Regardless of this decision, you remain
my friend and confidante.

I know there is much more you have to give to this names and numbers policy
development process in furtherance of our collective  regional interests.
 And I continue to look forward to your promised engagement in furtherance
of our shared interests.
