Tengo dos sugerencias a incorporar em nuestras discusiones sobre cambios em
nuestros estatutos (bylaws) 

I have two suggestion to add to our discussions related to changes in our
bylaws 


1)    La cuestión de diversidad que Yo he levantado cuando contesté los
puntos de la propuesta de Fatima, pode ser mejor traducida si hablamos de
regiones: LACRALO debía definir su diversidad con base en sus regiones
geopolíticas : América Central (adonde debemos incluir el México) Caribe,
Mercosur y Pacto Andino.  Si así definirnos, siempre que hablamos de
diversidad , significa que los representantes  no pueden ser de una misma
región.

1)    I have raised a question related to the diversity over the bylaws
changes, proposed by Fatima. However I believe that diversity will become
clearer if we talk about LACRALO´s geopolitical regions: Central America (
and here we need to add Mexico)  Caribbean, the Andean Pact and Mercosul .
once we define these regions anytime we talk about diversity will mean that
representatives  cannot belong to the same region.


2)     Proxy 

Esta es una de las cuestiones mas relevante, na cual debemos tener un
acuerdo, porque  generó toda una disputa con consecuente pérdida de imagen
de LACRALO,  cuando de las elecciones de Andrés y Sergio (en 2009 creo Yo).

 

Mi propuesta es terminar definitivamente con la votación con proxy hasta que
tengamos herramientas de certificación digital, por ejemplo.  Se una ALS no
está presente físicamente o por teléfono, bueno, no tendrá su voto
contabilizado, igual como en una elecciones en nuestros países. Para que su
voto sea valido es necesario que la ALS sea identificada físicamente o por
teléfono pro uno de sus miembros registrados. 

2)    Proxy

This is  one of the most relevant issues we need to have an agreement due
the dispute it had generated in the past election of Andrés & Sergio (2009 I
guess), with consequent loss of LACRALO´s image.

My proposal is not to have proxy vote anymore, till we have some tools like
digital signature , for instance. 

If one ALS cannot be physically present or by telephone , then  its vote
will be not considered, like any election in our countries. Its vote only
will be valid if the ALS can be identified physically or by telephone, by
one formally registered as one of its member.
