[lac-discuss-en] Next steps re: election of LACRALO President and Secretariat at GA in Costa Rica

Dear All,

Several ALSes have expressed support for the election of the LACRALO
President and Secretariat to be put on the agenda of the GA in Costa
Rica.

However, considering  Rule 13 of our Rules of Procedure (
https://community.icann.org/x/eQUt ):

“13.1 The Secretariat shall ask all accredited ALS whether they intend
to stand for election in the General Assembly
at LEAST TWO MONTHS PRIOR to the opening of the General Assembly.
Candidature must be declared and filed with
the Secretariat at least four weeks prior to the opening of the
General Assembly.

13.2 At least four weeks prior to the opening of the General Assembly
the Secretariat shall send to all accredited representatives the list
of ALS and their candidates.
This list of candidatures may be revised as necessary, subject to
other qualification rules that may be adopted by the General Assembly.

13.3 This list of candidatures shall be finalized and closed at least
48 hours before the opening of the General Assembly.”

So Rule 13 is specific with regard to the election of LACRALO
representatives which requires a 2 month notice in advance of any
LACRALO Assembly
convened to elect any LACRALO representatives.

Given that the one year term of the President and Secretariat ends on
April 14 2012, the call for nominations should have begun before
mid February 2012 on the LACRALO mailing list, but with the planning
of the LACRALO events in Costa Rica, this call was not made.

Therefore, the Secretariat have determined that, in order for the
election to occur in the GA in Costa Rica, it is necessary that:
- the call for candidates for the positions of LACRALO chair and
LACRALO secretariat begin on March 3 2012.
- if an ALS wishes to conduct the election of the LACRALO President
and Secretariat during the GA in Costa Rica, two motions are REQUIRED
to suspend the RoP and allow such an election:
1.  A motion to suspend Rule 13.1 for the duration of the GA MUST be
prepared and submitted to the Secretariat by any ALS before March 5
2012 for consideration by the LACRALO GA.
2. A motion to suspend Rule 13.2 for the duration of the GA MUST be
prepared and submitted to the Secretariat by any ALS before March 5
2012 for consideration by the LACRALO GA.

Both motions MUST be considered and approved by the GA for any
election to occur.
A failure of the motion for suspension of Rule 13.1 means automatic
failure of the Motion to suspend Rule 13.2.

The estimated time to consider such possible motions and have the
election of President and Secretariat is 2 1/2 to 3 hours.

Note that with no motion to suspend Rule 13.3, the names MUST be
finalised 48 hours before the GA.
