 Dear all, 


 The request for funding ICANN LACRALO of events 
 LACRALO in Costa Rica (  https://community.icann.org/x/2ZzbAQ), 
 specified the following two key objectives: 


 - Educating the representatives of the ALS LACRALO on ICANN, the 
 Outreach and community activities and policy issues. 


 -Improving the participation of ALS in the community LACRALO 
 Scope and Process Development for ICANN Policy 
 end users in the region of Latin America and the Caribbean. 


 These objectives are designed not only for meeting 
 Costa Rica, but also to be met after Costa Rica. 


 The letter to LACRALO (see  https://community.icann.org/x/2ZzbAQ) 
 announcing the approval of ICANN funding for events 
 LACRALO in Costa Rica was careful to emphasize these goals 
 as important outcomes of the event. 


 To have a fair chance to achieve these objectives, several 
 work sessions or workshops LACRALO have been planned or 
 proposed addition to the General Assemblies. 


 The tentative schedule (subject to change) for these events is as follows: 


 - Workshop / Workshop from Monday 12 March 2012 from 
 13:00 to 15:00 with a working lunch from 12:00 to 
 13:00 
 - Work Session / Workshop from Wednesday March 14, 2012 
 from 10:30 to 12:30 
 - 3 hours for a first LACRALO General Assembly on Wednesday 14 
 March 2012. 
 Currently, we have from 17:00 until 19:00 and we 
 investigating how to add another hour. 


 - 3 hours for a second session of General Assembly from LACRALO 
 Deck on Thursday, 15, 2012 from 10:30 to 13:30. 


 Time is essential.We must be aware that this is the first 
 face to face meeting for representatives of the ALS in LACRALO 
 from the Summit Community Outreach, 2009 in City 
 Mexico. For those members admitted since then, this would be the 
 ICANN first meeting which was attended. 


 Work sessions are for ALL of us, representatives of 
 LACRALO ALS may improve the ability of LACRALO 
 work together much more effectively and community outreach 
 ICANN. 


 As such, the work sessions or workshops rather than just 
 identify the different problems (perceived) in LACRALO, the 
 work sessions or workshops would focus on the representatives 
 ALS: 


 * To strive to agree on a goal to find the right way 
 LACRALO that work effectively for everyone to feel that 
 are active and can influence 
 results LACRALO meetings. 
 * To ask ourselves whether we want LACRALO in the future?
 * Suggest and discuss ideas and solutions can be implemented 
 to achieve the desired future LACRALO in the shortest time 
 possible. 


 According to documents relating to the Assemblies LACRALO 
 General (see  https://community.icann.org/x/Oo0i), 
 following deadlines: 


 According to Rule 8.1 - The agenda for the various sessions 
 LACRALO work and the General Assembly in Costa Rica will 
 published on March 5, 2012, which is seven days before the first 
 LACRALO workshop in Costa Rica (March 12, 2012). 


 All ALSes should suggest specific topics agenda * to 5 
 * March 2012 to the agenda can be completed before 
 Costa Rica. 


 Under Rule 11.1 and 11.2, draft resolutions and amendments 
 may be proposed by any ALS in writing to the Secretary 
 two weeks before the General Assembly session to be held 
 on Wednesday March 14, 2012.This would mean that the date 
 deadline is February 29, 2012, however the President of 
 LACRALO and Secretary calls, and if no ALS objects, such 
 draft resolutions and amendments may be proposed by 
 any ALS in writing to the Secretary * to March 5 
 2012 *. 


 PLEASE include a brief explanation for the proposed resolution or 
 amendment to the March 5, 2012, so all can ALSes 
 understand the proposal. 


 The Secretary will collect all draft resolutions and 
 amendments in a WIKI page and thus can ensure translation 
 appropriate draft resolutions and amendments and will circulate it to 
 ALSes all through the mailing list. All drafts 
 resolutions and amendments will be approved by consensus or by voting 
 sessions of the General Assemblies of Wednesday or Thursday.
