Dear Dev:
I have just been advised by a member that the online vote for LACRALO
preferred candidate as delegate to the ICANN Nominating Committee was open
for only 24 hours.

We have a problem.  Absent a reasonable time period for quorum to be
achieved, any vote will be invalid.  Twenty-four hours is not and cannot be
a reasonable time.

So, here it is.  You only need to refer the recent proceedings for the just
concluded poll for LACRALO Chair.  Quorum for an online vote in
LACRALO *consists
of two (2) elements, number of votes and duration of time.* For online
votes, the time for quorum is typically *five (5) days but no less than
three (3) days*.  If there was no time to take a vote the vote should not
have been called.

Yes, the result of this vote is a show of preference and not binding on  the
ALAC.  And under the rules, ALAC may discount or ignore any preference
proposed from LACRALO.

Regardless, this mistake of the Secretariat has resulted in an invalid vote.
