 Consensus, without a quorum? That's really uncommon common sense. I 
 I grew up knowing that if there is no quorum, no activity is 
 official quorum is not &quot;meeting&quot;. Therefore, how 
 can no consensus unless a quorum at a meeting? A connsensus 4? 
 when a quorum is double? 
 Also, I did not see a vote, I saw a survey to 
 confirm the consensus. (Similar as counting hands in a 
 room, or have F2F members say yes or no. (Which leads to the 
 acclamation) may have a problem with the translation, since the survey 
 and the vote was two very different things in English.
