With due regard for translation, I challenge my friend Sergio Salinas Porto
to identify and declare any election where the rules for quorum and the
electoral process, including election of the first Secretariat, has
changed.   To answer, he must:

1) Recall the time of the election
2) Recall the number of accredited ALS capable of voting
3) The number of persons placed in nomination for the Post
4) The method by which the officer was returned elected

The Secretariat has rightfully insisted on following the rules because of
complaints from the same Sergio Salinas Porto in his several speeches for
democracy and against undue influence from individuals, his own person
exempt, to the LACRALO body.

Yes, we are operating in a language-challenged environment.  But on these
fundamental issues we cannot remain ignorant any longer.

I fully agree with Sergio in this context; so long as ignorance remains, it
is a vulgar assault on democracy and the democratic traditions we would wish
LACRALO to support.

All this aside, I am very pleased to see my friend and colleague has
apparently changed his mind and is now in support of the consensus candidacy
of Jose Arce.  My only advice for him now is to complete the process and as
the voting member of Internauta Argentina,  indicate this position by
executing the poll.

Hopefully, others will follow his leadership and show their concurring
agreement by responding to the poll within the time allotted.
