I do not understand your problem - there's a meeting being called with
2 agenda items. Why should the Secretariat not remind people that they
should think carefully about the issues to be discussed BEFORE the
meeting? What "institutional mechanism" would this break? I would hope
that the LACRALO institutional mechanisms would include each ALS
discussing the agenda issues in advance of the meeting, so as to
prepare to have a productive meeting. The note about the translation
is, in my opinion, a good one as we can then get professional
translation done, so that communication is enhanced.
