Dear Sergio,

Rule 13 in the LACRALO Rules of Procedure
(https://community.icann.org/display/LACRALO/LACRALO+Organising+Documents)
is specific with regard to the election of LACRALO representatives
which requires a 2 month notice in advance of any LACRALO Assembly
convened to elect any LACRALO representatives.

Given that the one year terms of the chair and secretariat ends in
April 2011, there is no need to delay the call for candidates for the
chair and secretariat due to any possible LACRALO bylaw modifications.

Discussions about the LACRALO bylaw modifications can and should continue.

Once the text regarding any bylaw modifications has been agreed upon,
a virtual LACRALO assembly can be convened to begin a vote on the
bylaw modification, provided that the text regarding any bylaw
modifications has been circulated to all LACRALO members at least 2
weeks before any virtual LACRALO assembly is convened.
