My five cents 
 
1. Criteria are due to have to assure the balanced representation. 
 
2. The criteria must assure the inclusiva participation 
 
3. The geographic representation is a valid criterion 
 
4. The definition of the regions present would have to be reviewed. Po example, the U.S.A. 
it is a Country and they cannot be added to same the other countries like region 
 
5. The originating representation of the regions must consider 
pertinencia of this representation. At the moment it is spoken of the criterion of 
"it calls to account" the same one that seems limited
