[lac-discuss-en] Comment for ICANN FY2010-2014 Strategic Plan

The framework for the ICANN Strategic Plan is posted in a shared a Google
doc to guide the comments from LACRALO members.  We would wish to offer the
following comment under the area "*Consumer Choice, Competition and
Innovation*" for your general advice and consent:

"LACRALO is convinced that both financial and professional services support
shall be required to enable effective participation of disadvantaged
communities to effectively participate in new gTLD ecosystem toward
empowering consumer choice, competition and innovation.  As a consequence,
LACRALO is anxious that the ICANN community fully embrace the initiative
vested in the Joint Applicant Support Working Group (JAS WG) that seeks to
find and propose ways the ICANN community may provide effective support to
enable participation of these communities."
