I continue to believe that cross-constituency WGs, especially for issues
this one is intended to cover, is the optimal path to sterling community
involvement and output.

Attached is a red-line version 8.



My apologies for doing this but I realised that the previous draft may not
work from a GAC point of view. Including the GAC as a ‘participating’ AC
means that they will have to formally agree to signing up to the Charter and
in the past this sort of thing has proved almost impossible for them.
Better, in my view, to allow for their participation in the usual way which
is to ‘observe’ and contribute.



Thus, there is a small amendment to Background and 3 consequential
amendments to 3.1.

Here is the latest update of the Draft Charter for your review in redlined
and clean formats.   The changes that are incorporated are described below.

so that it may be included for community discussion in Cartagena (document
deadline is 15 November).  Please reply with any comments in 24 hours from
receipt of this email so that we can allow time for any final changes and
discussion on the list.

Changes incorporated by Bart and Julie as Requested from Wednesday’s
Meeting:

   1. Harmonized terms (Co-Chairs and DSSA-WG) and removed highlighting
   2. Minor edits in sections 1.0, 2.2, 3.1
   3. Section 3.3 Access to and Protection of Confidential Information and
   Annex B: Changes to the procedures for handling confidential and proprietary
   information suggested by ICANN legal staff to make the terminology
   consistent and relax the requirement for signing the Affirmation form since
   it is not legally binding and this needs to be more clear.
   4. Section 3.4 Statement of Interest: minor changes as well as a refocus
   in 3.4.2 and 3.4.3 on the activities of the DSSA- WG (as opposed to policy
   work)


Changes suggested by Chuck Gomes:

   1. Minor edits
   2. Added one sentence in the first paragraph of ‘*3.4 Statements of
   Interest (SOI)*’ on page 4
   3. Suggested edits to items 3 & 4 in response to Bart’s suggestion in ‘*3.4
   Statements of Interest (SOI)*’
   4. Deleted item 5 in ‘*3.4 Statements of Interest (SOI)*’ because it
   duplicates the first sentence in item 4 and adjusted the numbering of the
   next two items
   5. Edited item 6 (formerly 7) to be consistent with other edits made
   6. Inserted text (in red) in the first sentence of the last paragraph on
   page 5: “Consensus calls should always make best efforts to involve the
   entire DSSA-WG.”
   7. Inserted text (in red) in the first paragraph of ‘4. *Omission In or
   Unreasonable Impact of Charter*’ at the bottom of page 6: “In the event
   this charter does not provide guidance and/or the impact of the charter is
   unreasonable for conducting the business of the DSSA-WG, the Co-Chairs of
   the DSSA-WG shall decide if they think charter needs to be modified.”
