My forward edge to thank for the exhibition of the friends candidates to  
representation in ALAC, all the presentations has been interesting and it is

some points in which we agree very and other that not as much,for such effect,  
I want to be based on the text that indicates the principles operative of Lacralo. 
 
In agreement: 
To promote the opening and accreditation of more ALS and with it the participation of the users  
end of Internet. This through the qualification (education) of"inside" towards  
"outside" it seems to me that it is quite good and necessary, the number of users in LAC (greater  
to 200 million) therefore it demands it. 
 
In agreement: 
To create greater mechanisms of participation of ALS and opinion of the individual users in  
the development of policies of Internet in ICANN. To approach the user to the ICANN and to approach  
ICANN to the user, seems to me a strategy fundamental to make the user contributor in  
the policies of the ICANN. 
 
In agreement: 
The function on watch of the representative of the ALS before the ALAC, must be understood like  
representation of community AT Large de Lacralo and not to handle itself to I title individual. To  
respect, although is chosen to a representative by its conditions and commitment, this must  
to represent the interests of the group, not an individual position, is the results of  
the meetings those that must be canalized by the representative before the ALAC.

Latinoamerica and the Caribbean is multilingue, have diverse languages and is vital for his  
development to integrate a greater participation of ALS or individual users of Internet, in  
their own languages, an action on the matter, would be a backward movement to the advanced thing.

Referred to the economic supports of the ICANN to the ALS the members of Lacralo. It exists  
MOU of understanding between the ICANN with LACRALO in which it is committed to support to  
ALS to attend the meetings of ICANN in general: A position is due to define to  
respect, considering that the participation of the ALS in the development of policies of  
government of Internet in iCANN is fundamental. This position must be assumed like one  
question of principles, in order to guarantee a greater participation of the ALS, therefore  
it is not possible to be resigned to it. 
 
Nevertheless, I cannot either let show my position with respect to this same point and
