My first líneas para agradecer la exhibition de los friends candidates to a representation in ALAC, all the presentations are sido interesantes y se shows will to make the things affluent and the conference of the day of today therefore demonstrates it. Therefore,  es preciso and necessary, after kindly listening to its exhibitions, to show some points in which we are very of acuerdo y other that not as much, for such effect, I want to be based on the text that indicates the principles operative of Lacralo. 
  
In agreement: 
To promote the opening and accreditation of more ALS y with it the participation of the end users of Internet. This through capacitación (educación) de "inside" towards "outside" seems me thatit is quite good and necessary, the number of users in 200 LAC (mayor to millones) así demands it. 
  
In agreement: 
To create greater mechanisms of participation of ALS and opinion of the individual users in the development of policies of Internet in ICANN. To approach the user to the ICANN and to approach the ICANN theuser, seem to me a strategy fundamental to make contributor to the user in the policies of the ICANN. 
  
In agreement: 
The function on watch of the representative of the ALS before el ALAC,must be understood como representación of community AT Large de Lacralo and not to handle itself to I title individual. On the matter, aunque chooses a un representing by its conditions and commitment, this must represent the interests of the group, no una individual position,  son the results of the meetings those that must be canalizadas por the representative before the ALAC.

To put restrictive barriers to a greater participation of ALS, including idiomáticas, Latinoamerica and the Caribbean is multilingue, have diverse languages and is vital its development to integrate a greater individual usuary participation of ALS o of Internet, in its own languages, an action on the matter,  sería a backward movement to the advanced thing.

Referred to the economic supports of the ICANN to the ALS the members of Lacralo. Existe un MOU of understanding between el ICANN with LACRALO in which the ALS are committed to apoyar a to attend the meetings of ICANN in general: A position is due to define on the matter, considering that the participation of the ALS en el development of policies of the government of Internet in iCANN is fundamental. This position to debe asumir como una question de principios, in order to guarantee a greater participation of the ALS, by tanto no can be resigned to it. 
  
Nevertheless, I cannot either let show my position with respect to this same point and want to use itself the expression spilled by illustrious an ex- president of the United States of North America JFK said: "no pienses which it can do your pais by you, but which you by your pais can do", in this sense, and in spite of the limitations, we will participate in the events that ICANN summons en coherencia that demands our representation.
