Estimados Miembros de LACRALO:

Voy retomando paulatinamente mi participación que por problemas familiares
estuve ausente.

Mi opinión es que se renueve a José Ovidio en su representación ante el
NomCom. En el primer año se conoce el procedimiento y en el segundo año se
puede incidir sólidamente en las decisiones.

Estimados miembros de LACRALO:

El Comité ALAC, en consulta con nuestra organización regional apunta a un 
representante de LACRALO para servir a ICANN en el Comité de Nominaciones 
(NomCom). Dichos representantes en el NomCom se desempeñan por un período
de 1 año y pueden ser apuntados nuevamnete por un período más de 1 año, de 
acuerdo con los requerimientos de los Estatutos de ICANN (un representante
podrá servir como máximo por 2 años).

Mientras LACRALO no elige formalmente un representante para el NomCom, si
tenemos el deber de enviar a ALAC una lista de todas las nominaciones de 
miembros de la región para la posición referida y podemos también hacer 
(como es costumbre) recomendaciones a ALAC sobre candidatos preferidos.

Actualmente, José Ovidio Salgueiro, de Venezuela, sirve en esta posición
y ha confirmado a esta Presidencia sus deseos de continuar por otro período.

Sin embargo, cualquier representante de una ALS de la región puede ser
candidato,
teniendo que comprender las obligaciones de los integrantes de NomCom:

La fecha límite para manifestar intenciones al respecto es la del día 6 de
Agosto
de 2010.

Si existe más de 1 nominación aceptada, se procederá a un proceso de
votación electrónica
de modo de obtener un candidato preferido por parte de LACRALO para NomCom.

De no existir otra nominación, el recomendado será José Ovidio Salgueiro
para otro
período en NomCom.

Dear all,
 
The At Large Advisory Committee (ALAC) appoints, in consultation with
LACRALO, a representative from LACRALO to serve on the ICANN
Nominating Committee (NomCom). Such representatives of the NomCom are
appointed for a one year term, and may be re-appointed for a further
term of one year subject to the requirement under the ICANN By Laws
that a such a representative may only serve a maximum of two
consecutive years.
 
While LACRALO does not formally elect a representative to the NomCom,
LACRALO has to submit to ALAC a list of all accepted regional
nominations for the NomCom position and may also make (as usual) a 
recommendation of a preferred candidate to the ALAC.
 
The incumbent for Latin America and the Caribbean is José Ovidio
Salgueiro from Venezuela and he has confirmed that he is willing to
serve another term.
 
Any representative from an accredited ALS can be a delegate and needs
to understand the obligations and requirements for Nominating
Committee members :

The deadline for the submission of nominations to be considered as a
delegate to the Nominating Committee is August 6th, 2010.
 
If there are more than one accepted nomination after the deadline,
then an electronic vote would be held to select a preferred LACRALO
delegate to the Nominating Committee. If there are no other
nominations, then José Ovidio Salgueiro will be recommended to ALAC to
be re-elected to NomCom for a 2nd term.
