Report of the President of ALAC 
 
 
 
 
Present situation 
 
 
 
 
During 37a ICANN meeting that took place from the 7 to the 12 of March in 
Nairobi, Kenya, Community AT Large was represented by a total 
of 25 members, five regions AT-Large. These representatives 
they are, the members of Comite' Asesor At Large (ALAC), and also 
the 5 civil employees of Regional AT-Large Organizations (Thin), 
representatives of Structures AT-Large (ALSes), in addition to 
I connect (liason) of AT-Large, the delegates in the heat of of the Committee of 
Nominations (NomCom), that is 1 by each region, and representatives of 
Community AT-Large. 
 
 
They took place, during 37a meeting of ICANN in Nairobi, the followingformal meetings of AT Large: 
 
 
    * One of all the Regional day between ALAC and leaders. 
 
    * A AFRALO showcase 
 
    * A meeting NARALO. 
 
    * 1 Session of debate in the matter of Policy. 
 
    * 2 Sessions of Political Discussion  
 
    * A discussion of ALAC with the interested members of the Committee of 
Structural improvements of Board ICANN and the Committee of Improvements of 
Governing body. 
 
    * A lunch of work ALAC with members of the ICANN Board. 
 
    * A meeting of Regional Secretariats AT-Large (the Regional Leaders ofeach region). 
 
    * A meeting AFRALO. 
 
    * A meeting of synthesis (wrap up) between the regional ALAC and leaders. 
 
   * A Meeting of Executive Committee ALAC (ex- comm). 
 
 
In addition, diverse informal meeting and meetings THIN of the Work group: 
 
 
    * A meeting of the Work group on new gTLD and informal Meeting with

In general, also each member in which participated in 37a meeting 
from the ICANN it took active part in meetings noncAt-Large. 
they prepared information of these sessions, that provide summaries of 
the same ones, as well as emphasize some questions of importance for 
Community AT-Large. 
 
 
Activities of AT-Large from the 36 ª Meeting of the ICANN in Seoul 
 
 
The community AT-Large, that consist of Committee ALAC, the five Thin ones 
and 121 Structures AT-Large, continued increasing considerablyhis 
policy of decisions and activities of spreading between the 36ª 
Meeting of ICANN held in Seoul, Korea South del in October of 2009 and 
the 37 ª session of the ICANN celebrated in Nairobi, Kenya, inMarch of 
2010. 
 
 
During this period of time, the ALAC presented/displayed 13 declarations of 
políticy to the Meeting. In this period of 5 months, ALAC presented/displayed more 
declarations of policy that in the 12 months of 2008. 
 
 
The members of the ALAC, the Regions and our ALSes have participated 
directly with the development of policies and processes that ICANN is 
carrying out, or also with other parts of the ICANN: 
 
 
· Two (2) members of AT-Large in the Advisory Group of the Program of 
Verification of of High Security in dominions of superior level.  
 
 
· Two (2) members in the Work group on overhaul of the geographic regions. 
 
 
· Four (4) members in the Equipment of RAA Sub A: Group on Bill of rights of the Registrante. 
 
 
· Three (3) members in the equipment Sub RAA B: Amendments to the additional group 
 
 
· Four (4) members in the Work group of Recovery Post-Vencimiento de Nombres de Dominio. 
 
 
· (1) members in the Committee of Political Directorate of Proceso (PPSC). 
 
 
· Two (2) members of the IDN ccNSO PDP Work group 1 
 
 
· (1) a member in the Work group on the norms in the Abuses of Registry. 
 
 
 The subjects of the declarations on policy of ALAC were the following ones: 
 
 
    * Joint letter of the Presidents of the GNSO, the ALAC and ccNSO 
 
    * Declaration of the ALAC on the proposal: Manifestation of Interest (Expression of Interest).  
 
    * Declaration on the requirements and processes of implementation about the Reviewers of the Affirmation. 
 
    * Declaration of the ALAC on the Closing report of the three obligatory characters and the variant of Management 
 
    * Minority Report ALAC for the Questions of Marks. 
 
    * Declaration of the ALAC on the project of Strategic Plan of ICANN 2010 - 2013 
 
    * Declaration of ALAC in the Council of Overhaul. 
 
    * Declaration of ALAC on the rough draft of Libro the IDN introductionccTLD 
 
    * Declaration of the ALAC on the overhaul of the NomCom 
 
    * Declaration of the ALAC on the Process of Public Consultation. 
 
    * Advising of the ALAC related to the title document "Improvement of the institutional confidence - the way to follow". 
 
    * Declaration of the ALAC on IIC - the way forwards. Proposals 
 
    * Advising of the ALAC on the Plan of Overhaul and Implementation of AT-Large. 
 
 
The 5 of February of 2010, At-Large Advisory Committee (ALAC), in 
collaboration with Community AT-Large, registered his first consultation 
public of history by means of the opening of a period of 30 days 
for commentaries of the public in White Libro on how it must 
AT-Large to select a voting member of the Meeting of the ICANN.

brief. 
 
 
ALAC gave the impulse for the development of a "Guide for nonLawyers 
on the Agreement of Accreditation of Recorders of May of 2009",

Directors, Peter Dengate Thrush, for the production of a guide.

In terms of AT Large, four new ALSes ª was credited by ALAC from the 35 meeting of the ICANN. These ALSes is: 
 
 
    * Liberia Isoc (AFRALO) 
 
    * Monitor of policies TIC of Pakistan (APRALO) 
 
    * Internet Society Pakistan Chapter (APRALO) 
 
    * NEXTi - Organização gives Executivas de Informação gives Tecnologi'a and Comumicação (LACRALO) 
 
 
An updated pamphlet AT-Large took place during this period. These 
pamphlets include a description of the activities of AT-Large, of 
as AT-Large works, of the benefits granted to 
organizations who work in subjects related to Internet and that 
they unite to AT-Large, and also on what type of organizations is 
elegibles for the adhesion. This new pamphlet is available inthe 6 
languages of the UN. These pamphlets are being used for aims of 
spreading and sensibilización of the members of AT-Large. 
 
 
A diagram of the structure of Community AT-Large, including 
interaction and the composition of Structures AT-Large, the Center 
Regional AT-Large Organizations, ALAC and the form in which the relation 
with the Meeting it was made in February of 2010. This diagram, that 
it incorporates the Regional colors of the ALAC and Organizations 
AT-Large, will be used for the sensibilización, as much within 
community of ICANN, as well as to the public in general. 
 
 
Improvements AT-Large - State and next steps 
 
 
 From 3ã meeting of ICANN in Seoul, a series of landmarks hasbeen obtained 
within the framework of the application of the improvements of AT-Large, including: 
 
 
    * The regional pamphlet publication, in the languages 
pertinent, by AFRALO, LACRALO and EURALO. Pamphlets for APRALO and 
NARALO are at the moment in production. These pamphlets are 
being used like part of a new education, the spreading, and 
the hiring strategy. 
 
    * An overhaul of the flow of information between the structure of 
ALS-RALO-ALAC AT-Large and the individual users of Internet has 
begun. 
 
    * The period of public commentary, first of ALAC, in 
process of selection for the member of the Together AT-Large has been closed. 
 
    * The projects of overhaul of the Statutes of the ICANN, and with 
greater clarity, the definition of the paper of AT-Large and its contribution, 
they are in march. 
 
    * The hiring of a manager of the project for improvements of AT-Large,Seth Green.

In the 37 the immediately following months to ª meeting of the ICANN, 
Community AT-Large will initiate its next passages towards 
implementation of the tasks of Improvement of AT-Large considers a 
short and half term. These priorities were determined by 
Advisory committee ALAC and the regional leaders during 3ã meeting of 
ICANN in Seoul in October of 2009. 
 
 
In the following months to Nairobi, Community AT-Large, in 
collaboration with the Administrator of the Project of Improvements AT-Large and 
other personnel of AT-Large, will execute the following general steps 
towards the application of Improvements AT-Large: 
 
 
    * The creation of a project, including an exact budget (that 
one will appear to the Committee of Structural Improvements by his meeting of May 
2010); 
 
    * The fortification of the Work groups AT-Large, that will be 
person in charge of great part of the work in the applicationof the improvements 
AT-Large, and 
 
    * The allocation of specific tasks for each application work groups, committees and the pertinent personnel of the ICANN. 
 
 
The support to Community AT-Large in this task will be just 
contracted to Manager for the Project of Improvements of AT-Large and another one 
member of the personnel (staff) of AT-Large. 
 
 
The form and the immediate objectives of this support are described next: 
 
 
Project of plan and budget 
 
 
The creation of a plan of project on improvements of AT-Large, 
including a budget, one will be based on which the personnel of AT-Large 
of the personnel on Improvements of Scheme of Application it presented/displayed the Committee 
of Mejoras Estructurales (SIC) the 24 of October of 2009. Once 
written up, the plan of the project will require an overhaul and approval by 
Community AT-Large. After this approval, that it will be presented/displayed to

Fortification of the Work groups AT-Large 
 
 
Supported by the Administrator of AT-Large in the Project of Improvements and 
other civil employees of AT-Large, the activities of the Community 
AT-Large to fortify their Groups of Trabajo (GT) will begin 
immediately after Nairobi. 
 
 
There are two reasons so that the fortification of the GTs is considered 
necessary. In the first place, the application of the improvements was decided that 
of AT-Large they will be carried out by the GTs (call ALAC community 
improvements, December of 2009). Secondly, in the following months 
to the Summit of AT-Large (March 2009), the GTs has been relatively 
inactive for diverse reasons, among them the previous lack, of part 
of the personnel of AT-Large of the capacity to make them. 
 
 
As a first passage towards a new impulse to GTs AT-Large, 
ideas to obtain this objective will be discussed in a conference 
telephone in the middle of March by the Work group of Presidents, 
Vice-presidents, and focal ALAC personal Point, attended by 
Project manager of Improvements AT-Large. 
 
 
The following ones will be subjects of the present call: 
 
 
· The mandate of the GT "like agents of main application of 
recommendations delineated in the Closing report of the Work group of 
Overhaul of ALAC. 
 
 
· The allocation process, between the task, work groups 
discreet. Recommendation that appears in the Scheme of Application of 
improvements of AT-Large.

· The process of the pursuit of the GT on these points of action, and 
 
 
· An overhaul of the steps necessary to repoblar the GT with new members. 
 
 
Distribution of tasks of Improvement of the Work groups 
 
 
GT AT-Large, with the support of the Administrator of the Project of Improvements 
of AT-Large, and other personnel of AT-Large, will be in charge to distribute 
to each other the tasks of Improvement AT-Large. After this process 
it will be discussed by the presidents of the Work group, 
Vice-presidents, and Focal ALAC Point in the personnel in themiddle of March 
(it see above), the AT-Large Project Manager will suggest a method to him 
in order to determine the tasks to which they go of Improvement WG. 
 
 
Once these tasks are assigned, the work groups 
they will order to continue dividing each one in the action points 
manageable, the pursuit of its progress and fulfillment of the terms 
of conclusion. Once again, the Manager of the Project of Improvements AT-Large 
and other civil employees of AT-Large will support the GTs long it of this 
process. 
 
 
 
 
A gratefulness note 
 
 
The regional members of the ALAC and leaders wanted to express his more 
sincere gratefulness, esteem and recognition to the ICANN personnel 
that they support to us, Heidi Ullrich, Matthias Langenegger,Seth Green, and 
Gisela Gruber White to lend support 24/7 to all the parts of 
Community AT-Large. Also we want to congratulate to Nick Ashton-Hart, 
the ex- director of AT-Large, in its new position like SeniorDirector of 
participation and commitment in the ICANN and we hoped to be able to follow 
working with him in this new roll. Also we would like to thank for a 
the members of the personnel of ICANN that provided information 
exceptional and they participated in stimulating the debate with us during 
the 37 ª meeting of the ICANN. Finally, we wished to thank for the personnel 
of ICANN by the meetings in which they have worked untiringly 
in order to assure that our rooms of meetings and the lodgingwere 
as advisable as it is possible during our stay in Nairobi.
