[lac-discuss-en] [At-Large] First step in narrowing the gap between ALSes and ccTLDs

The University of the West Indies manages the dotjm ccTLD and actually
dedicate one person to the ccNSO where we actively participate. His name is
Jeremy Whyte and he's attend the last 3 ICANN meetings.
