I don't understand what your problem is - the votes were counted 
correctly in the GA, the weights were calculated wrongly, and the 
Returning Officer for the election later indicated that and also 
indicated the correct result of the calculated vote.  The returning 
officer is usually in charge of the election results until they are 
checked and certified. This rarely happens immediately (at least in all 
elections that I have been a part of, and they have been MANY, including 
one in Brazil), so the story about the Secretariat not being in office 
after the day of GA is irrelevant, as I believe that Carlton was acting 
in his capacity of returning officer of the election. And there is no 
sense to the point about appointing or dismissing, as the only thing 
that I can see that he did was to indicate the TRUE and CORRECT result 
of the vote of the GA. (As opposed to the INCORRECT tally caused by a 
mathematical error)

If the arithmetic error is allowed to stand, it will be a gross 
miscarriage of democracy, in that the intention of the vote as cast by 
the members of the GA would be discarded and whoever calculated wrongly 
would be the one deciding the election. So all anyone would have to do 
to steal an election in the future would be to tamper with the 
spreadsheet and hence  adjust the calculated vote as opposed to the 
actual votes!

That to me is total anti-democracy.
