The easy way is to have 1 rep from Caribbean and 1 from Latin America (Spanish/Portuguese) at all times. So if we have 1 voted for from LA, we vote for the Caribbean candidate next time.

like another gratuitous confrontation between the representatives of users in 
Latin America and others in the Caribbean region anglófona. 

As we can avoid this? We cannot make a mechanism 
that it avoids the latinamericana imposition by simple demographic majority? 
How we fit the present rules of the regions of ICANN for or 
to share the positions or to negotiate a rotation that satisfies to all? It has 
a will to obtain it?
