Dear Antonio:
The translation is mangled but I understand the sense of your concern.  To
answer your questions, the LACRALO rules recognize the General Assembly as
the highest decision-making body of LACRALO.  I am sure you will agree with
me that the selection of its officers qualifies as a significant event and
therefore properly positioned for the GA.

Secondly, it would have been extremely useful if you would have identified
those topics that you would wish discussed or that you anticipate will
require extensive deliberation at the GA to be raised on our discussion list
and secure a place on the GA Agenda before Mexico City.   The logistics of
the meeting determined the call for items for the Agenda more than 6 weeks
ago.  That period expired on January 31, 2009.

Even at this late stage, I strongly recommend that you propose those topics
to the list so the sense of the membership in support is gauged and that
relevant prepared texts, as appropriate, may be translated in time for
presentation.
