Estimados compañeros de LACRARLO:

En algunas reuniones que tuvimos a lo largo de este mes en nuestra organización, surgieron algunas dudas respecto de algunas cuestiones.
Me parece que estas dudas deberían ser despejadas en el Ralo de Latinoámerica y el Caribe. 
Si alguien ya estuvo pensando en estas cuestiones, podría comentarlo así podríamos nosotros también integrarnos en discutirlas.
Comienzo a puntualizar las dudas e inquietudes que nos surgieron:
  1.. ¿cómo van a trabajar nuestros representantes en el ALAC(Carlos y José Ovidio)?¿Cuál es su mandato? ¿Cómo se les confiere el mismo?.Pienso que se debería armar de antemano una agenda de trabajo  en función de los temas que interesan a la región y de esa poder llevar a la reunión los items analizados y discutidos. De esta manera nuestros representantes tendrían una postura de la RALO ya asumida, para confrontar con las demás posiciones de las distintas RALOS a formarse. Es mi parecer que si la Secretaría de ALAC no hizo o no está haciendo nada al respecto, se le debe pedir que nos envíe el orden del día de cada reunión, con el tiempo suficiente como para que LACRALO pueda tomar una posición. 
  2.. Creo que es muy importante que se siga intentando sostener el multilingûismo. Lo considero muy útil para que nuestros miembros, sobre todo el usuario final, comprenda el verdadero sentido de las diferentes posiciones y de esta manerasentirse interesados y por lo tantos comprometidos con las tomas de decisión.
               *También pienso que ya se debería definir el lugar y la fecha de la próxima reunión.  
  3.. Deberíamos conocer  qué recursos puede aportar ICANN para realizar cursos, seminarios y otros instrumentos, que nos sirvan para concientizar y promocionar y permitir de alguna manera comrender los temas, posiciones y decisiones  que ICANN tome en el futuro.  
  4.. Pensamos que deberíamos tener un Reglamento que nos determne con claridad, los derechos, deberes y funciones de los delegados. 
  5.. ¿Cuáles son los mecanismo de discusión y participación en LACRALO?¿Cuáles son las formas que se piensan para comunicarnos fluídamente?¿Cómo vamos a trabajar? ¿Quiénes serán los encargados de traducir las cuestiones de esta región(en especial español/portugués/inglés?.

Por último esperamos que nuestros delegados realicen un informe sobre su participación y sobre las primeras actividades realizadas en el desempeño de sus cargos. (Para saber qué clase de cuestiones se trataron y cuáles fueron las decisiones y posiciones de cada representante).

Dear fellows of LACRALO:

In some meetings, we had throughout this month in our organization, arose some doubts  with respect to some questions. Doubts, that I think, we have to clear in a short time. It seems to me that we would have to clear them also in the RALO of Latin America and the Caribbean.
If somebody were already thinking about those questions, perhaps we could discuss them alltogether.
Step to emphasize the doubts and questions we have:
  1.. How have to work, our representatives in ALAC(Carlos and José Ovidio)? Which are their mandates? What is the way those mandates are confirmed to them?.
   I think we have to do a work agenda based on the subjects that would be important and interestig about our Region.It would be quite important to be able to take to the meeting this subjects already analized and dicussed.It would be interesting and usefull to have beforehand, the daily routine, to know the subjects that will be discussed in each ALAC meeting. In order we have to assume, to take a position of the RALO, to be able to confront it with the others opinions and positions of the anothers new RALOS.I think, I belive that if the ALAC Secretary didn't do anything or is doing nothing about these questions, we have the right to ask them to send the daily routine of each meeting, on time like so LACRALO could take a responsable position. 
  2.. We consider quite important to fight in order to sostein and respect the different languages. I Belive that it would be useful (specialyy for the end user) to understand the real meaning of the different positions then they would be more interesting. 
  3.. Also is very important for us that we already define the next meeting : Date and place. 
  4.. We think that is quite important to know what are the resources that ICANN can contribuite in order to meke courses, seminaries and another instruments to make the members understand (without doubts) the subjects, positions and decisions that ICANN takes now and in the future. 
  5.. We think that all members must have a  Regulation that gives us , cleary, the rights, duties and functions of our delegates.What are the mecanisims of  dicussions and participations in the meeting?, in LACRALO? What  are the ways , your are thinking about, our fluide communicatios? How we are going to work? Who is going to translate the questions to the members of our Region?(specially english/spanish/portuguese).

Finally we hope that our delegates give us a report about their participations in the first activities of their performances ( In order to know what kind of questions were/are being discussing and to be able to define each positions)
