Leo - there seems to be a problem with the link for submitting a comment so I will provide one through you and the community.

Appendix C 'Caretaker Budget' on page 19 contains the following text:

This draft FY18 Operating Plan and Budget represents the complete set of activities required to provide a reliable and resilient set of IANA Services. As such, it is proposed that the FY18 Operating Plan and Budget be adopted as the "Caretaker IANA Budget" described in Annex F to ICANN's Bylaws"

Should there be disagreement on the PTI budget in 2025, the FY18 budget would  clearly be inadequate as the 'caretaker budget'.  If your intention that the most recent budget approved by PTI, and which has not been objected to by the community should represent the caretaker budget then you should propose this.
