Hello,

when serving on the ICANN Board, and at the time also as first Chair of its newly created Public Participation Committee, I presented a motion to make UTC a mandatory reference throughout ICANN. The motion was adopted unanimously.

So the problem is one of maintaining awareness over time, which points to the need fo regularly remind Staff, Board and volunteers that UTC is a rule, not an option.
