Dear all, 

We recently sent out an email to the global list with a summary of the
regional provisions governing the ALAC elections and a proposed timeline for
the regional  elections .

In Europe, two positions are open for election. One corresponds to Sébastien
Bachollet¹s one-year term, which regularly ends after the Cairo meeting, it
will be a  two-year mandate to allow for staggered terms. The other position
replaces Veronica Cretu who stepped down in March. The candidate will
continue her mandate until the annual 2009 ICANN meeting.  Please note that
the third European ALAC representative is appointed by the Nominating
Committee. Although this mandate also ends after the ICANN Cairo meeting,
there will not be a public election.

Wolf Ludwig, the EURALO Chair, suggested that there should be a single
election for the two open European positions, whereas the candidates with
the most votes will serve the two-year term and the candidate who comes in
second will replace Veronica Cretu.

During its General Assembly in June, EURALO already received four
candidacies. The four candidates are:

€ Sébastien Bachollet (ISOC France),
€ Adela Danciu (Association for Technology and Internet, APTI),
€ Lutz Donnerhacke (Foerderverein Informationstechnik und Gesellschaft),
€ Patrick Vande Walle (ISOC Luxembourg A.S.B.L.),

According to the EURALO Bylaws, the selected representatives must be members
of different ALSes, must have their principal residence in different
countries of the region and their nationalities must be different. To the
extent possible, gender balance and regional balance within Europe shall be
fostered.²(11.5 EURALO Bylaws). After consultations with Wolf, and in order
to allow the seat vacated by
Veronica to be filled in good time for the new member to be able to
receive travel support for the Cairo ICANN meeting, it is suggested that
the following procedure be followed:

Election deadline: The election shall begin on 25th August and end on
31st August at 23:59 UTC.

Votes will be cast using the electronic voting system (www.bigpulse.com)
as was the case for the previous elections.

The candidates shall be those previously nominated as above.

The process shall be the same as was the case for the last ALAC
elections in 2007, as follows:

Each voter will rank, in order of preference, ALL the ALAC candidates.
The voting system will then produce a list, which incorporates the
preferences expressed. The candidate receiving the highest preference
across all preference votes cast will show at the top of the list; the
next-highest directly underneath, and the third preference at the bottom.
There will be four candidates.
The terms of the two seats are staggered. Whichever candidate receives
the highest preference from amongst all the ranked votes cast shall have
the two-year term. The candidate receiving the next-highest ranking
shall receive the one year term (completing the term of office of Veronica).
The two candidates receiving the highest aggregated preference votes
shall be elected.
