Reconciling the objectives of fighting abuses, protecting and promoting human rights, and enabling the development of the global digital economy is crucial for the future of an open, secure and trustworthy cross-border Internet. The 3rd Global Conference of the Internet & Jurisdiction Policy Network will gather senior-level representatives of states, major Internet companies, technical operators, academia, civil society and international organizations from around the world to foster policy coherence and advance the development of operational solutions and policy standards for cross-border legal challenges on the Internet.

The Conference is organized in partnership with the Government of the Federal Republic of Germany, and institutionally supported by the Council of Europe, European Commission, ICANN, OECD, UN ECLAC, and UNESCO. A high-level Advisory Group supports the Secretariat in shaping the agenda, identifying relevant participants, and structuring the process.

Delegates will discuss concrete proposals for operational solutions and policy standards, and potential modalities for cooperation and joint action for further work in the Internet & Jurisdiction Policy Network. These proposals are currently being prepared, based on the Ottawa Roadmap adopted at the 2nd Global Conference in February 2018, by over 120 stakeholders in intersessional Contact Groups corresponding to the three thematic Programs of the Internet & Jurisdiction Policy Network:


  *   Data & Jurisdiction: cross-border access to e-evidence
  *   Content & Jurisdiction: cross-border content restrictions
  *   Domains & Jurisdiction: cross-border domain suspensions


The result of their work will be released in April 2019 for preparatory consultations.

Due to space restrictions, only 280 senior-level stakeholders can participate in the 3rd Global Conference. The Secretariat, with help of the high-level Advisory Group, will evaluate your expression of interest in conjunction with criteria of delegation size, as well as stakeholder and geographic balance.

If your request is successful, you will receive your personal invitation by March 11, 2019. Otherwise, you will be registered on a waiting list. We hope for your understanding of those physical constraints.
