ICANN Launches Testing Platform for the KSK Rollover

ICANN is offering a testing platform for network operators and other interested 
parties to confirm that their systems can handle the automated update process for
the upcoming Root Zone Domain Name System Security Extensions (DNSSEC) Key Signing
Key (KSK) rollover. The KSK rollover is scheduled for 11 October 2017.

ICANN Sponsors the Commonwealth Cybersecurity Conference in London
For the fifthconsecutive year, ICANN partnered with the Commonwealth Telecommunications

 held 22-24 March in London.  This important global cybersecurity event attracted
over 200 delegates from 40 countries. This year's theme was "Cybersecurity: From
 Strategies to Implementation," which encouraged a practical and results-oriented
dialogue.
ICANN was afforded a keynote in the opening session. ICANN Board Member Chris Disspain
talked about ICANN's mission and the organization since the Internet Assigned Numbers
Authority (IANA) stewardship transition. He praised the partnership with CTO, expressing
how he looked forward to seeing concrete actions emerge from the numerous strategic
discussions.
Nigel Hickson, VP of IGO Engagement, chaired a session on Internet governance that
examined some of the legal issues pertaining to the Domain Name System (DNS).This
interactive session, which featured panelists from Queen Mary University, the U.K.
Department for Culture, Media and Sport (DCMS), and Nominet, demonstrated the growing
complexity of issuing domain names and the challenges posed by harmful content.
This event gave ICANN an opportunity to engage with a wide range of stakeholders
 from over 30 countries. We look forward to the next year's conference!

Eastern Europe and Central Asia GSE Team Participate at ICANN58
On 11-16 March, Michael Yakushev, VP of Stakeholder Engagement in Eastern Europe
 and Central Asia, and Alexandra Kulikova, Global Stakeholder Engagement Manager
 of Eastern Europe and Central Asia, participated in ICANN58 in Copenhagen, Denmark.
The Meeting proved a very busy one with over 2500 participants gathering for the
 first (Type A) conference of the year. We are proud to say that the region of Eastern
Europe and Central Asia was represented more than ever, with eight people joining
the Fellowship and NextGen programs. Some of them are our long-term partners and
 some are newcomers, whom we hope we've managed to gain their interest in ICANN's
mission and community work. Many thanks to Siranush Vardagnan and Janice Douma Lange
for an excellent job introducing Fellows and NextGen participants to the ICANN world.
All in all, more than fourty people from the region joined us in Copenhagen, taking
part and showing interest in various SO/ACs and constituencies. There were not only
representatives and delegates from Eastern Europe, but also broader Russian-speaking
ICANN community and staff members. It brought us all together and gave a chance 
to share impressions from the meeting and highlights from the region, as well as
 improve personal interaction between participants from different jurisdictions 
and different stakeholder groups.

ICANN Engages in the West Bank in Palestine
Fahd Bataneyh, Stakeholder Engagement Manager in the Middle East, traveled to the
West Bank in Palestine on 19-23 February to engage with the local Internet community.
This was the second visit of ICANN's Global Stakeholder Engagement in the Middle
 East to the West Bank, with the first dating back to 2009.
During the week-long visit, Batayneh had meetings with the Ministry of Telecom and
Information Technology, Palestine CERT, the e-Government Program, the top four local
ISPs (Zaytona, Mada ISP, CoolNet and Hadara), the sole two mobile operators (Wataniya
Mobile and Jawwal), the Palestinian IT Association (PITA), and the incubation center
at the Al-Najah University in Nablus. He also gave a lecture on "Internet Governance,
ICANN, the IANA and the Digital Economy" at Al-Najah University to a group of students,
academics, private companies and journalists.
On 23 February, the ISOC Palestine Chapter held a workshop titled "The Internet 
World - Opportunities and Challenges" where Batayneh was invited to give a keynote
speech and talk about ICANN's work and its role in the Internet Governance ecosystem.
The workshop attracted 120 attendees and provided another good venue to engage with
the local community.
ICANN expresses its sincere appreciation to the Ministry of Telecom and IT for supporting
our engagement efforts in the West Bank, and special gratitude goes out to Palestine's
GAC representative Mr.Allan Ghazi for making the visit fruitful.
We look forward to more engagement in Palestine.

IPv6 Workshop Takes Place in Tunisia
ICANN's Adiel Akplogan, Vice President for Technical Engagement, participated in

organized in partnership with the Centre de Calcul El-Khawarizmi (CCK), dedicated
to "IPv6 roadmap for Tunisia: The Case of Research and Education Networks." The 
one day event gathered speakers from the CCK, various universities, a member of 
the Tunisia RENU as well as Telecom Operators and an ATI representative. The keynote
address was delivered by Adiel Akplogan. His speech presented the global and regional
state of IPv6 uptake and how a multistakeholder approach is key for a successful
 roadmap. Following Akplogan's keynote were presentations from the CCK on their 
IPv6 deployment plan and the work they have done with a pilot local university, 
including information on their native dual stack IPv6 functioning link.
The meeting ended with a good commitment from the present parties to continue the
discussion and revive the country's task force lead by ATI.

ICANN Workshop on DNSSEC Takes Place in UAE
ICANN, in cooperation with the UAE Telecommunication Regulatory Authority (TRA),
 organized a one-day workshop on DNSSEC. The workshop is one in a series of activities
that ICANN along with the TRA are planning in the coming months to raise awareness
about ICANN and encourage participation at ICANN60 in Abu Dhabi this year.
The (.ae) domain administration team of the TRA had deployed a DNSSEC testbed a 
while ago, but decided to hold off on signing the (.ae) zone due to lack of awareness
and interest by the local community. The workshop, run by ICANN's Patrick Jones,
 Senior Director of Global Stakeholder Engagement, and ICANN's Baher Esmat, VP of
Global Stakeholder Engagement in the Middle East, attracted participation from UAE
government departments, network operators, local registrars along with business 
and banking sectors.
The event aimed to inform the audience about the importance of DNSSEC to the UAE's
Internet infrastructure, share deployment experiences of several ccTLDs and new 
gTLDs, provide an overview of the KSK rollover plan and what it means for both service
providers and end-users. The discussion was interactive and the participants were
very interested in the topic.  Some participants have asked for a hands-on training
to gain the skills needed to deploy DNSSEC in their networks. ICANN is working with
the TRA to organize the hands-on training during May 2017.

African Community Gathers in Denmark for ICANN58
There were over 300 sessions during the ICANN58 public meeting in Copenhagen, two
sessions in particular drew high participation from the African community.

currently out for public comment. The presentation of the draft report issued by
 South African Communications Forum (SACF) was followed by a series of questions
 and answers from the community. From the questions and comments SACF received during
the meeting they should be expecting a lot of comments from the community. The public
comment period on the draft report is open until 5 May.
After the .africa generic top level domain names was delegated on 11 February 2017,
there was a need from the community to know more about the next steps.  Lucky Masilela,
from .ZA Central Registry (ZACR) provided an update for the community with a few
 slides showing that public registration under .africa will begin July 2017.
AFRALO, the Africa Regional organization for the At-Large Structures also organized
its traditional session which ended with a declaration. AFRALO has expressed a series
of concerns on the draft report of the At-Large Review Study which is open for public

ICANN Participates in the Inaugural Commonwealth ICT Applications Forum
On 15-16 February, the Africa GSE team joined about 100 application developers, 
policymakers and regulators gathered in Kigali, Rwanda to promote mobile application
entrepreneurship to accelerate the development of ICT applications in areas such
 as education, health and other sectors.
The Commonwealth ICT Applications Forum '17, organized by the Commonwealth Telecommunications
Organization (CTO) and hosted by the Ministry of Youth and ICTs as well as the Government
of Rwanda, was a platform to showcase the work of application entrepreneurs and 
hear how policy and regulation can foster innovation to maximize the opportunities
presented by the global Internet. The overriding theme of the Forum was "Promoting
ICT Entrepreneurship."
Pierre Dandjinou, ICANN's VP of Global Stakeholder Engagement in Africa, gave a 
keynote address on the panel themed "Reducing Risks: Increasing Usability." His 
message included a brief introduction on ICANN's remit and reiterated that Africa
must insist on one global, stable and secure Internet. He emphasized that the projections
outlined in various reports and the real potential of the Internet can only be realized
if the Internet remained as one open platform. ICANN participated in a total of 
four panels over the two-day event.

Africa Participates in the East African Communications Organization (EACO) WG07 
Meeting
The 8th meeting of the EACO Working Group 7 (WG07) was held on 1-4 March at the 
TCRA (The Tanzanian Telecoms Regulator) HQs in Tanzania. Bob Ochieng, Stakeholder
Engagement Manager of East Africa, represented ICANN. Representatives from National
Regulatory Authorities (NRAs) from the EACO Partner States of Rwanda, Tanzania, 
Uganda, Kenya and Burundi along with representatives from Telecom Operators in Tanzania
were also present at the event.
This WG07 has relevant topics to ICANN such as recommending model guidelines for
 ccTLD management and coming up with IPV6 migration strategies for partner states.
ICANN's presentation highlighted how names and numbers are coordinated globally,
 the difference between ccTLDs and gTLDs, and enlightened participants on the DNS
ecosystem. CCWG-Accountability Co-Chairs Issue Statement at ICANN58
On 10 March 2017, the Cross Community Working Group on Enhancing ICANN Accountability
(CCWG-Accountability) held a full-day meeting at ICANN58 to further discussions 
on Work Stream 2. Ninety members and participants attended in person, and many others

ICANN receives input from governments through the GAC. Its key role is to give advice

New gTLD Subsequent Procedures PDP Working Group Seeks Public Comment
The leadership team of the New gTLD Subsequent Procedures Policy Development Process
(PDP) Working Group (WG) is seeking input. The WG has created a set of four sub-team
work tracks (WTs) that are addressing several subjects within the WG charter. The
WG is soliciting feedback on certain questions and issues that stem from the charter
and the initial deliberations of the WTs. Community input is critical in enabling
these subjects to be considered fully and achieving a thoughtful outcome, which 
could include new policy recommendations, amendments to existing policy recommendations,

Geographic Names at the Top Level
The leadership team of the New gTLD Subsequent Procedures Policy Development Process
(PDP) Working Group is seeking input on the issue of geographic names at the top
 level. All are welcome and encouraged to participate and contribute their perspectives.
To facilitate a broad, community-wide dialogue on this topic to feed into the New
gTLD Subsequent Procedures PDP, a webinar will be held on 25 April 2017. Two sessions
will take place at 15:00-17:00 UTC and 22:00-0:00 UTC. All community members are
 welcome to submit positions on the treatment of geographic names at the top level
to be presented in the webinars.
The webinar will be the beginning of a discussion that will continue at ICANN59.
 The leadership team will be holding an extended session in Johannesburg to work
 through the positions presented in the webinars and to propose solutions seeking
