Sébastien,
Of course there is no requirement about filing an SoI. However, reading from the “Selection and performance criteria for EURALO Board members 2015”, that you contributed in drafting, I see “Participation at ALAC or EURALO regular Working groups”, which requires filing an RoI.
If I remember correctly, you were one of the most vocal members last year, before the new Board elections, about the lack of involvement of the past Board.
I am, therefore, pretty surprised that now you do not consider active involvement an important factor.
But this is beside the point.
Right now, the voting members of EURALO have to choose between one candidate that is active in outreach, participating in ALAC activities (including the AGM), member of working groups, author of papers on the legal issues involving ICANN (in particular, but not limited to, the UDRP), and much more.
On the other hand we have one other candidate that might well potentially be a top contributor, but that up to now has not done any activity that was requiring an SoI, which is just about everything except attendance to meetings and teleconferences, and reading the mailing list. Incidentally, unless I have missed some emails, her acceptance email was the first one written on the EURALO list.
You notice that some people are selected to the ICANN Board without prior involvement. True. But the ICANN Board has a different role. It must govern the organization, and to do that, to have the fiduciary responsibility of the management of the organization requires a different set of skills, that are not necessarily limited to prior knowledge of the policy development process. In EURALO, the decision-making body is the General Assembly, not the Board. According to our Articles of Association, Article 9.3.2, the Board has the role of implementing the decisions of the GA. And I would argue that familiarity with the EURALO activities is at least a very important requirement for who must implement the GA decisions.
What I would suggest is, since next year we have a complete renewal of the Board, that Julia files an RoI, participates in one or two working groups, gets actively involved in the policy development process for a year, and be a top level candidate for the 2017 Board elections.
I am not a voting member of EURALO, but this is what I would consider to be the best option if I were one.

Come on Roberto!
There is no such requirement to be a EURALO Board member.
I am sure that becoming an EURALO Board member could be a good start to be involved in other ICANN work.

It seems that they are people landing to the ICANN Board without any prior involvement in ICANN.
We need to be open.

Dear Julia,
Good to see that your candidature could help to achieve a better gender and geopolitical balance.
However, one thing puzzles me.
I checked the GNSO and ALAC SoI repositories, and found no record for you.
If I understand correctly, the filing of an SoI is the prerequisite to any activity within the GNSO, like Working Groups, or ALAC, as Task Forces or Committees - that would indicate you have so far participated to none of the such.
I am sure that there might be a misunderstanding on this, so can you please add to your EoI any data that can inform us to your activities in Working Groups or Task Forces?

Thank you for nominating me. I am happy to accept this nomination!
Here comes my Expression of Interest:

With a degree in telecommunication engineering, I have been an ISOC member since 2004, and ISOC-Bulgaria’s chapter project leader for nearly a decade.
Prior to that I have worked as a programmer and technical consultant at the Bulgarian Council of Ministers on issues related to e-governance, as well as part of the free software community in Bulgaria.
I have led and brought to successful completion projects ranging from e-governance on the Balkans; free software in public administrations in South-Eastern Europe; to creating knowledge infrastructures for open culture in Scandinavia.
Since 2008 I live in Sweden from where I have co-consulted the Republic of Kosovo on the TLD process; participated in WCIT in Dubai in 2012 as part of the Swedish delegation; and lectured on the internet governance process and multi-stakeholderism at Swedish universities. I am also a member of the Swedish Reference group on Internet Governance formed by the Swedish Post and Telecom Authority.

I am currently in the process of finishing a PhD in Media Studies at Södertörn University in Stockholm on the topic of creating public digital infrastructures for cultural production.

One of the topics that interests me most at the moment concerns the ways in which fiber optic connectivity and online platforms reconfigure the role of data centre infrastructure providers to become energy suppliers in different locations across Europe.
If I am elected as a board member of EURALO, I will be interested in discussing more this ongoing change, and try to assess its implications on the power of ISPs and data centre operators in relation to internet governance, as well as their implications on consumers. Other issues that interest me are cyberwarfare and cybersecurity across Europe, as well as their regulation.

I am fluent in English, Swedish, Bulgarian and Russian.

As agreed on the EURALO monthly call<https://community.icann.org/display/EURALO/2016.08.23+EURALO+Teleconference>, held on 23 August 25, 2016, EURALO's Chair and Secretariat would like to announce a call for nominations to fill the Board seat vacated by Mikhail Medrish (Russia) who left the ALS, “ Internet Support Foundation" on 14 August 2016. The current EURALO Board term is 2 years from 9 December 2015 until 9 December 2017.  The new member will serve for the remaining timeframe  (from 10 September 2016 until 9  December  2017), in alignment  with the current EURALO Board member terms.

Kindly note the EURALO Board should be balanced but EURALO has not reached a consensus on having direct absolute criteria for geographical (East/Western Europe) or Gender criteria. As geographical and gender balance are important in our region, I ask you to consider these issues when making your selection.
