On 1 October 2016, the contract between ICANN and the United States Department of
Commerce National Telecommunications and Information Administration (NTIA), to perform

the Internet's unique identifiers to the private sector, a process that has been

Fire on Cargo Ship Affects IT Equipment Bound for ICANN57 Hyderabad
ICANN Meetings are a large-scale technical event. The visible portions like microphones,
monitors and cameras are the tip of an iceberg. Beneath the surface, there miles
 of cable and hundreds of pieces of equipment providing connectivity, and enabling
engagement and the seamless presentation of ICANN sessions.
Unfortunately, some of our equipment was recently impacted by a fire.
What Happened?
On 1 September 2016, an explosion caused a fire on a cargo ship docked in Hamburg,
Germany. Our Public Meeting technical equipment was on board. We had two containers
- a 40-foot and a 20-foot container.
It took 150 firefighters four days to extinguish the fire. The ship crew initially
tried to extinguish the fire and sustained slight injuries. No one else was hurt.
Reports indicated that welding in the cargo hold caused the accident.
The ship had departed Helsinki, Finland, after ICANN56 and the equipment was bound
for Hyderabad, India via Mumbai.

Forum in Krakow, Poland. The event is one of the largest cybersecurity events in
 the region. The conference aims to become a platform for cross-community discussions
and recommendations on cybersecurity matters, thereby strengthening cooperation 
among the countries of Central Europe. Participants came from government, intergovernmental
organizations, businesses and the technical community.
ICANN was represented by Dave Piscitello from ICANN's Security, Stability and Resilience
Team. Dave participated in two panel discussions dealing with cybersecurity. He 
also explained how ICANN's multistakeholder model contributes to strengthening the
security of the Domain Name System.

ICANN Team Travels to Georgia for a Week of Internet Events
The first week of September brought ICANN's local team to Tbilisi, Georgia, for 
two events focused on Internet governance and domain names. ICANN was glad to have
played a role in both, extending help to the organizers in content development, 
sourcing relevant speakers and communications.

and presentations with interesting case studies.  The hosts and the organizers succeeded

hoster.by Becomes the First ICANN-Accredited Registrar in Belarus
On 23 September, hoster.by, the manager of the .by country code top-level domain
 (ccTLD) for Belarus since 2012, became one of more than 2,000 ICANN-accredited 
registrars.
ICANN's Michael Yakushev - VP of Stakeholder Engagement for Eastern Europe, Russia
and Central Asia - stated in his welcome remarks: "We are happy that the family 
of accredited registrars of generic top-level domains (gTLDs) was joined by a new
company from Belarus. This means that business opportunities will expand for Belarusian
companies, and other Belarusian users will be able to register domain names. The
 more accredited registrars in the region, the more opportunities, security and 
stability for the global internet."

ICANN Holds Security Training in Belarus
On 13 September, ICANN held a training session in Minsk, Belarus, on investigating
DNS abuse and misuse for law enforcement professionals. It was the first ICANN training
of its kind held in Eastern Europe and Central Asia, and was recognized as a big
 success. John Crain - ICANN's Chief Security, Stability and Resiliency Office- 
explained the key tools, strategies and techniques that information security professionals
use to identify abuses of the DNS and malicious registrations of domain names, addresses
or hosting. The lecture and the case studies helped the participants learn how to
collect information for criminal investigations. We are happy to arrange similar
 training sessions in Belarus and other countries in the region.

more than 100 human rights and digital rights activists, journalists, technical 
experts, NGOs and other stakeholders. Over the three days, participants engaged 
in open discussions of Internet governance-related themes of interest in the MENA
region - human rights, online privacy, data protection, sustainable development,
 infrastructure and access issues, and innovation and entrepreneurship.
ICANN's Baher Esmat, VP of Stakeholder Engagement in the Middle East, was invited
to join a panel discussion on the future of Internet governance in the MENA region.
Topics included the impact of the current political, economic and social developments
on the overall Internet governance ecosystem in the region. The panelists identified
some key challenges and exchanged views on how to best address them. They promoted
collaboration through platforms like iGmena to strengthen the IG landscape in the
region.
The event comes as a result of the iGMENA program created in 2012, which has been
hailed as a pioneer in capacity-building programs in Internet governance in the 
Middle East and North Africa - promoting principles of an open, secure and interoperable
Internet.

Training the Trainers in Burkino Faso
>From 29 August - 1 September, 30 participants from 10 different countries came together
to attend the secondedition of the African Train the Trainer Week on Internet Governance.
The workshop focused on the history of Internet, organizations in the Internet ecosystem,
Internet governance, innovations and case studies.
The event wrapped up with participant presentations on projects they planned to 
implement in their respective institutions and countries. Some of these projects
 were related to the introduction of Internet governance into the curriculums of
 higher education institutions.
The event was hosted by the Initiative TIC et Citoyenneté (ITICC) Burkina Faso in
collaboration with the Ministry of Development of the Digital Economy and Post and
the Regulatory Agency of Burkina Faso, ICANN, Internet Society (ISOC), African Network
Information Center (AFRINIC), Organisation internationale de la Francophonie (OIF)
and the National Agency for the Promotion of ICT (ANPTIC).

 free, open and borderless Internet, together with the potential of open data and
open source technologies, to unlock Africa's iGDP. ICANN invited the Free and Open
Source Society (FOSS) community to become part of ICANN's constituencies, stressing
that the Internet needs diverse voices, collaboration and a collective responsibility
from all stakeholders.

Having a background in Internet governance and law, I started attending ICANN meetings
through the ICANN Fellowship Program in 2013. The program is a good introduction
 to ICANN, but even so, for awhile I felt like I was walking around in a maze.  
Fortunately, around every corner some issue related to my background would pop up
and keep me interested and involved. ICANN's structure and constituency-based model
encourages a volunteer to grow in the organization and take on leadership roles.
  I joined the Non-Commercial Users' Constituency (NCUC) and slowly got involved
 with various working groups, and was elected to the NCUC Executive Committee in
 2015.
My involvement with ICANN enables me to raise issues that affect people in my region
and globally. Of course, ICANN stories have their ups and downs. There are very 
complicated governance and communication issues to be dealt with, and we are not
 always successful in being effective and making policies work. But I cannot think
of any other organization that pays as close attention to feedback (both positive
and negative) as ICANN does.
The simple fact that anyone with any background can contribute to ICANN makes it
 a unique corporation. We can make a difference here, and that keeps me motivated.

architectures, root server availability and short-term (hours or days) outages caused
by administrative errors or attacks. Based on information available today, the RSSAC
concluded that the loss of a single root server would not cause immediate stability
issues for the root server system and the Internet that depends upon it.

The briefing paper provides an overview of 12 topics, ranging from accountability
and transparency of ICANN to WHOIS and Registration Directory Services. The document
also explains why each issue is relevant to end users, with the aim of helping more
end users understand the work of At-Large and participate in ICANN. At-Large members
have widely shared this briefing paper for outreach and capacity-building purposes.

GNSO Council Approves Improvements

Organization (GNSO) voted to adopt modifications to the GNSO Operating Procedures

proposed a new section that records the informal processes that the GNSO currently
uses. With respect to elections of the chair and vice chair, the SCI proposed minor
modifications regarding eligibility, and a new section describing the procedures
 for four scenarios relating to the chair election and the selection of interim 
vice chairs. Following the completion of these two tasks, the GNSO Council subsequently
instructed the SCI to disband.

Since 16 October 2014, Greenberg has been leading the ALAC to focus on several critical
areas concerning the organizational effectiveness of the At-Large community. Examples
include clarifying the accreditation criteria and participation expectations of 
At-Large Structures, mobilizing more At-Large members to get involved in policy 
development, and advancing the ALAC position within ICANN.
Notably, Greenberg has played a key role in leading ALAC involvement in the IANA
 stewardship transition and process to enhance ICANN accountability. These areas
 of work will remain ALAC priorities during Greenberg's next term.

Now Available - Final Results of Phase Two of Global Registrant Survey
How can we determine the success of the New Generic Top-Level Domains (gTLD) Program?
"Global Registrant Survey Phase Two" is one of a number of studies that will play
an important role in assessing the program. The study examines domain name registrants'
perceived sense of trust, choice and experience in the current domain name landscape.
Findings will serve as inputs for a community-based review team that will assess
