ICANN Submits Implementation Planning Report to NTIA
On Friday, 12 August 2016, ICANN submitted an implementation status report to the
National Telecommunications and Information Administration (NTIA), in response to
NTIA's 9 June 2016 request.
ICANN and the various stakeholder groups have worked tirelessly to ensure that all
the necessary implementation tasks are complete in order to allow the contract for
the Internet Assigned Numbers Authority (IANA) functions to expire on 30 September
2016.
ICANN and the multistakeholder community have completed all specific steps that 
NTIA called out in its letter. In addition, all other tasks in support of the IANA
Stewardship Transition are either in the final review stage or are awaiting approval,
which will be completed before 30 September 2016.

ICANN Reaches Out to Newcomers
ICANN is always looking for new faces to represent the diversity of the ICANN community
- people who want their voices heard and are eager to make a difference. The Newcomers
Program helps people who are new to ICANN learn about what ICANN does and how they

Upcoming Istanbul Open House with Stakeholders
ICANN's Europe, Middle East and Africa (EMEA) hub, in cooperation with Istanbul 
Bilgi University, continues its Open House for Stakeholders series with a late September
meeting (dates to be provided soon) focusing on Turkey's recently passed data protection
law. Dr. Leyla Keser Berber, Director of the Information Law Technology Research
 Center at Istanbul Bilgi University, will lead a discussion on this important piece
of legislation for Turkey's information and communications technology community.
The Turkish parliament approved the law on personal data protection on 24 March 
2016. Although the Turkish constitution establishes a general right to privacy, 
this new law represents Turkey's first dedicated privacy and data protection statute.

ICANN Team Active at the IETF in Berlin

Colleagues from ICANN's Internet Assigned Numbers Authority (IANA) team, the ICANN
CTO Office and several ICANN Board members also participated.
On 20 July, technical and civil societies participated in an open debate on the 
politics of encryption. Wikimedia Foundation hosted the debate, which was part of
a German civil society seminar series organized by the WZB Berlin Social Science
 Center, GigaNet and IGF Deutschland, and supported by ICANN. Discussions were led
by panelists from CDT, the Chaos Computer Club, the Internet Society and the Global
Public Policy Institute. The successful event generated intense and quality exchanges
among participants, ensuring more discussions on these topics in future.

Counting Down to CYBERSEC in Krakow
ICANN is proud to sponsor the second European Cybersecurity Forum (CYBERSEC) in 
Krakow, Poland on 26-27 September 2016. CYBERSEC is devoted to strategic issues 
of cyberspace and cybersecurity in Europe, and will be the first conference of its
kind in Poland. The conference aims to create practical recommendations for increasing
resilience to cyberthreats on all levels.
Speakers from all over the world will attend, including representatives from international
organizations, such as the Organization for Security and Economic Cooperation in
 Europe (OSCE) and the North Atlantic Treaty Organization (NATO). ICANN's VP of 
Security, Dave Piscitello, will participate in a special session on combatting cybercrime.
Anyone interested in cybersecurity issues is invited to participate. The conference
extends a special welcome to residents of Central Europe.

ICANN to Support a Week of Events in Georgia in September
The first week of September will be marked by two important events in Tbilisi, Georgia.
On 5-6 September, the local multistakeholder community will hold the first Georgian

The forum is the result of a team effort by the Georgian telecom regulator (GNCC),

Work Begins on the 2016-2019 Middle East Strategy
After the conclusion of ICANN's 2013-2016 Middle East Strategy, the ICANN team, 
led by Fahd Batayneh, Manager of Global Stakeholder Engagement, sought community
 input on how best to develop a strategy for the subsequent three years.
The consensus within the ICANN community in the Middle East was to continue engaging
the community in the development of the regional strategy for the Middle East and
Adjoining Countries (MEAC). Students who completed the training on DNS operations and DNSSEC show off their 
certificates. The training was held at Ain Shams University in Cairo on 17-21 July
2016.

DNS-EC Conducts Its First Training Workshop
As part of the student outreach program, the Domain Name System-Entrepreneurship
 Center (DNS-EC) recently ran its very first training at the Faculty of Computer
 and Information Sciences at Ain Shams University in Cairo. The course was a collaborative
effort between the University and the Information Technology and Research Consulting
Center, working with Dr. Mohamed Abdel Megeed.
Twenty-five students attended the training session that covered Domain Name System
(DNS) operations and Domain Name System Security Extensions (DNSSEC). The instructor
was Adel Reyad, who attended a "train the trainer" course last year in Dubai and
 participated as co-trainer in another workshop led by ICANN's Champika Wijayatunga,
Regional Engagement Manager of Security, Stability and Resiliency.

Over 100 delegates participated at the ITU annual capacity-building workshop on 
child online safety for African countries in Lilongwe, Malawi, from 18-21 July 2016.
The workshop, "Ensuring child online safety (COS) in a digital world: building human
capacity in COS policy formulation and implementation" provided a platform for African
countries to share experiences, strengthen their knowledge and raise awareness of
safe digital inclusion for children and youth. The workshop used a multistakeholder's
approach - involving educators, ICT and telecommunications regulators and ministries,
industry civil society, non-governmental and other organizations dealing with children
and youth.
ICANN's presentation focused on our role in ensuring the security and resiliency
 of the critical Internet Identifier System through capacity building, analytics,
threat awareness andpreparedness, and trust-based collaboration. We also highlighted
the importance of collaboration between the cybersecurity and safety community and
ICANN response teams to identify and mitigate risks, and to share information related
to identifier system misuse.

Established in 2013,Smart Africa Alliance's goal is to accelerate sustainable socioeconomic
development in Africa. Smart Africa Alliance is committed to leading Africa into
 the knowledge economy through affordable access to broadband and information and
communications technology.
The African Union and ITU chaired the meeting, which was hosted by the Honorable
 Jean Philbert Nsengimana, Minister of Youth and Information and Communications 
Technology (ICT) for the Republic of Rwanda. Five ICT ministers from the member 
states of Smart Africa (Kenya, Cote d'Ivoire, Senegal, Mali and Gabon) attended.

AFRINIC Policy Update
Discussions in the African Network Information Center (AFRINIC) region continue 
to focus on managing the last Internet Protocol Version 4 (IPv4) /8 block and the
possibility of transferring IPv4 addresses within and between Regional Internet 
Registries. Following are the policy proposals that have been discussed on the mailing

Drafting Team to Develop Recommendations for Post-Transition GNSO
The Generic Names Supporting Organization (GNSO) Council has established a drafting
team to work with ICANN staff to identify all new or additional rights and responsibilities
for the GNSO after the Internet Assigned Numbers Authority (IANA) Stewardship Transition.
After the ICANN Board adopted new Bylaws on 26 May 2016, the GNSO Council was aware
that changes to its Operating Procedures may be needed to effect new roles and obligations.

Despite a shorter timeframe to conduct Communiqué drafting, the Governmental Advisory
Committee (GAC) concluded ICANN56 with agreement on the text, which included advice
to the ICANN Board. The GAC and ICANN Board discussed this advice on a teleconference

The GAC participated in cross-community sessions during ICANN56. GAC Chair Thomas
Schneider led the "Workload Scheduling and Management" session. Overall, GAC representatives
appreciated the Policy Forum format, especially the cross-community sessions which
fostered mutual understanding and learning on specific topics.
GAC Working Group meetings took place in the mornings, followed by plenary sessions
and bilateral meetings with other groups. The GAC also welcomed 6 new members, bringing
its total membership to 168 members and 35 observers.

DNSSEC: Rolling the Root Zone Key Signing Key
On 22 July 2016, ICANN posted plans to change or "roll" the Root Zone Key Signing
Key (KSK), marking another significant step in our ongoing efforts aimed at improving
the security of the Domain Name System. The KSK is a cryptographic public-private
key pair, the public portion of which serves as the trusted starting point for Domain

The gTLD Marketplace Health Index (Beta) has been posted for community feedback.
 The index analyzes the overall health and diversity of the global gTLD marketplace
against three concepts: robust competition, marketplace stability and trust. ICANN
intends to publish data twice a year to track progress against its goal of supporting

New Reports Available: DNS Abuse Review and Independent Review of the Trademark 
Clearinghouse
How do we define Domain Name System (DNS) abuse? Are rights holders using the Trademark
Clearinghouse? Reviews of the New gTLD Program are underway, designed to help answer
important questions like these.
In July, ICANN posted two new reports resulting from these reviews:
