[EURO-Discuss] R: Decertification of EURALO ALSes

After the At-Large Summit, RALOs will be solicited much more in
obtaining end user input.
The RALO leadership cannot spend its time looking for lost sheep. It
needs to push forward with the active ALSes in making sure the region's
voices are heard.
