In the proposal I posted a couple of months ago (if I remember well the
details), registries wouldn't be required to use registrars until they
get to a certain number of registrations (eg 100'000) and at least three
accredited registrars express interest in selling their TLD.
Once both conditions are met, the use of registrars is compulsory.
