[Euro-board] EURALO Board Teleconference

In drafting the Bylaws, we have started with the assumption that there is life before ALAC for a regional Organisation (and should be), joining then ALAC (negotiating conditions) and – if unsucessful – also leaving ALAC. Subsidiarity is the key ynd build-in in the By-Laws.

One of the principles that we have in ALAC is to let the RALOs have the flexibility to organise themselves in the way they better see fit, provided that they do not violate overarching principles.
I do not see any obstacle in applying the concept of “RALO Leadership” and the concept of “Observership” in different ways for different regions.

On the ALS Mobilization TF (point 11 on EURALO Board agenda tonight), we are now discussing modalities of accrediting new ALS’s, including the role of RALO’s in that process.

The present draft attempts to limit the RALO actors in this context to there regional leadership, defined as "the RALO Chair, any Vice-Chairs and the Secretariat".

In view of the diversity of RALO leadership structures (eg., we have no Vice-Chairs), I have suggested to apply subsidiarity in the sense that RALO’s themselves define the composition of the regional leadership for the purposes of involvement in the accreditation process. In the case of EURALO, I’d see here a role for the entire Board.

Also, according to the new EURALO Bylaws (7.3.2.), if EURALO decides to recommend the certification of a new ALS, it also grants the applicant a provisional membership in EURALO whilst the ALS application is under consideration of by the ALAC.  This might not be the case in other RALO’s (could the  staff find out?)

This has not yet been discussed in the MOB TF, but I would like to suggest that this  EURALO provision would also fall under the principle of subsidiarity, ie. EURALO could keep this practice even if other RALO’s would not.
