[Euro-board] Urgent discussion: Proxies for voting

Dear Colleagues,

thanks for everyone who has responded.
As a follow-up to my email below, I have not received any objection to
allowing proxies for this vote.
As a result, I shall instruct staff to provide e-ballots to proxies that
have been appointed by the ALSes concerned.
