[Euro-board] Urgent discussion: Proxies for voting

Dear Yrjö,

there are several potential reasons:

1. the named representative of an ALS is unavailable this week and
therefore someone else from the ALS will vote in their place
2. the named representative of an ALS does not know themselves whom to
vote for and rather than abstaining, which might affect the overall
results negatively, would like to name someone else to vote on their behalf.
