[Euro-board] Urgent discussion: Proxies for voting

Dear Colleagues,

as you know, EURALO members are currently voting on their next
Secretary. Some members have emailed me and asked whether they could
delegate their proxy for someone else to vote on their behalf.
The current (old) EURALO bylaws do not mention proxies at all. That
said, we have allowed for the nomination of proxies for the General
Assemblies conducted these past few years, and this has not raised any
problem.
The new EURALO bylaws, which are not yet in effect, mention proxies as
follows:

/8.2.1.3. Proxies may only validly be appointed by a notice in writing
(a “proxy notice”) which:/

/(a)   states the name and address of the Member appointing the proxy; /

//

/(b)  identifies the person appointed to be that Member’s proxy and the
General Assembly in relation to which that person is appointed; /

//

/(c)   is signed by or on behalf of the Member appointing the proxy, or
is authenticated in such manner as the Board may determine; and /

//

/(d)  is delivered to the General Assembly in accordance with the
articles and any instructions contained in the notice of the General
Assembly to which they relate./



Question: should we allow proxies for the current (s)election, and if
so, should we allow them under the rules of the New EURALO bylaws?
