[Euro-board] Centr AGM report

Thanks Seb.
That means that we could have barely done it if there were no abstentions.
And I assume that the changes in membership will happen only at the AGM.
I am now less worried about our risk of becoming dysfunctional because of difficulties in reaching the quorum at AGM.
