[Euro-board] Draft EURALO Outreach strategy

Draft is fine, I would like to add one point:
Here at INFORMATIK2016, we are informally discussing outreach via computer associations, e.g. GI or CEPIS. They share an interest in technology but also internet and society.
Outreach policy: co-operation topic-wise with related organisations.
