Dear Olivier and all,

first of all, I wish all of you and your families the very best for the
upcoming year 2011!

I guess, it's a difficult moment to start a community consultation on such 
an important and complex issue like the Strategic Plan, and I think we
should 
concentrate on the input we have so far from Sébastien - what I endorse as
well - 
and to accomplish it by Olivier's remarks that the ICANN Strategic Plan
2010-
2013 is on a right track but does not go far enough to "involve public
participation" 
and to "develop At Large". As discussed in Cartagena and before,
empowerment, 
capacity building etc. of the At Large community is crucial for any
substantial 
participation in the ICANN policy development process. And in this context,
regular 
regional F2F GAs are a necessary precondition ... 

[comment] Absolutely agree, the involvement of the At-Large Community in
ICANN processes should be paid more attention. It should be formalised in a
positive way.
A structured capacity building programme should build up on existing
structures like the fellowship programme and be improved by attending future
regulary At-Large-GA´s  or  (online) workshops provided under ICANN - BEFORE
they are elected ALAC-representatives.

I further agree with Olivier's remark on "ICANN needing to design risk
assessment 
scenarios with regards to future domain name development as well as Internet
Governance. 
ICANN is still driving in the dark with lights off, hoping not to fall into
a pothole."
