[Euro-board] Options for standing monthly EURALO Board meetings

While I'm all for monthly meetings, picking one of these three in advance is
entirely arbitrary and our respective travel schedules will often make
attendance difficult.

Why not have two default options like the 2nd and third Wednesdays and then
doodle at the beginning of each month to see which works best for the
highest number of folks?
