this was my experience:
I had asked for the dial-in since the only number for Italy is a
toll-free one that cannot be called from mobiles.
I got called at 15:08 and the quality was so poor that I was unable to
understand what the operator was saying, so I shouted asking to be
called again.
I got called again a few minutes later, I joined the conference when the
discussion was already ongoing; the quality was only slightly better, I
could barely understand half of the words, not more than that.
I listened for 15-20 minutes failing to understand most of what was
being said.
then, the connection fell and I decided I had had enough of it.
it's not a big problem, I'll read the minutes, but perhaps we could see
whether the service could be a little better next time.
