[At-Large] Board appoint Wolfgang Kleinwächter as the 2010 NomCom Chair

Hello Wolfgang Kleinwaechter,

Congratulations. Nomcom determines the future of ICANN and it should make
all those who are concerned about ICANN Governance happy that the Board has
chosen someone incontrovertibly worthy of this significant responsibility.
