[At-Large] First step in narrowing the gap between ALSes and ccTLDs

Dear Rudi,

Thank you very much for your effort and leadership.

Though my ALS's website is not functioning at the moment, I am
working on the issue of ccTLD and AtLarge in Japan, with the
introduction of new IDN ccTLD in Japan.

I hope to re-organize the ALS in Japan and work closer with
"domestic" issues of ccTLD with more end-users involvement
