[At-Large] [GTLD-WG] ALAC New gTLD statement

Thanks Beau for your push on that subject.
I would like to add one idea:
With less staff and less money Icann was able to introduce 7 and then 6 new
gTLDs.
Maybe a more pragmatic way could be explored.
