[At-Large] Charging Clients To Unlock Their Domains?

I raised this issue with ICANN recently, but was informed that it's  
outside the scope of the RAA, though I'd feel that it was definitely  
within the spirit of the current transfer policies ...

Irish clients are being charged MORE than the registration fee to move  
their domains elsewhere:
