The Internet phenomenon is a development that should not be politicized and not Governed by any particular sovereign state as it has been since ICANN (and its Constituencies) was mandated to do.

USDOC's position relative to ICANN and the root is the same now as it's 
been for a decade.  Somehow we have a cycle where once or twice a year 
people discover with shock and horror that ICANN owes what authority it 
has to a contract with the US government.

You don't have to like it, but it's not going to change.  Can we make this 
a FAQ?
