Presumably because there will be ccTLDs in the DNSSEC signed root zone who 
would have some interest in the chain of custody of their own DNSSEC data 
from their TLD managers to the signed root.

DOC has, after all, been careful over the years to avoid do anything at 
the root that would annoy other governments.
