FYI, it is already the case when the ALAC follows its current full policy advice development process that all of what you suggest takes place.

Of late, several issues have been raised by the GNSO and GNSO Improvements process which have had incredibly short timeframes to respond - even as little as a week to 10 days from start to finish. This has resulted in adoption of ad-hoc mechanisms to try and respond in a timely manner, which has also impacted the ability of the system to help everyone understand what is going on and when.

I have already discussed with the ALAC Executive Committee that operating in an ad-hoc way when responding on behalf of the community leads to many problems. I know they are aware of this and it will be discussed in Cairo.

The broader issue here of course is that it is impossible for truly bottom-up advice to be developed and given on anything in a week in a volunteer context. The community will have to choose if or how it wishes to address this larger question.

Not odd. The topic to be voted on should be placed for debate sufficiently
before the vote, then an announcement of the start/end of the voting
period. That way, if someone is going to be out of contact during the
voting period, they may be able to submit a early on, and then if their
vote changes (upon reflection/debate) it can be done so.

For example:
-3 weeks before the vote, the subject of the vote and schedule is announced.
-1.5 weeks, initial voting is open.
Initial votes can be changed.
-3 days - final reminder is e-mailed and final votes open.
A final vote cannot be changed. And even arrange that a vote could be
telephoned/faxed in, if there is no e-mail contact available.
-0 day, vote closes and tally.

In this way, if there is a typhoon, there is still time to vote. If a
condition takes out communications for 3 weeks, their vote is the least of
their worries.
