I might also suggest that, IF at all possible, the header of the voting
insturction will include the "Subject" of the vote we are asked to vote.
The message we receive now comes under the same heading
by the staff, even the subject is different, so it is easy to ignore
the second or the thrid email which came closely with the first one.
