I agree with this, too. How fluent one is in English makes a big difference
in the way one can contribute. 

FWIW, I took the decision a long time ago to spend my vacations with my
family, and not with my computer. So, I may miss a vote or two.
I certainly would abstain to criticize the non-voters until I hear why they
did not show up.
