I now understand what you were talking about ! The note indicated that 
only the 15 ALAC members could submit nominations, either of  themselves 
or someone else. So JFC had no standing to nominate anyone. Not that JFC 
was self-nominating Sebastien, which of course is ridiculous.
Bad translations are a powerful tool for misunderstanding.
